All Karnataka Young Writers & Artists Association was a Society constituted by Sri. B.Krishna Bhat founder President of the Society in 1970. The object of the Society was to form layouts and provide sites to its Members at an affordable rate.
The Society was subsequently renamed as Vishva Bharati Housing Co-operative Society. The Society formed layouts in 4 phases namely Phase I, II, III, IV. The Phase I of the layout was formally approved by the then City Improvement Trust Board (CITB) and was handed over to BBMP in 1996.
The layouts formed in II and III phases even though approved by CITB due to certain administrative formalities not followed and lapses on the art of the Society the sites were not released by the BDA. The site owners of the II and III phase layouts have to face lot of hardships because of the irregularities of the Society and have to fight for their existence.
1975 CITB in its Resolution approved the formation of layout subject to fulfilment of certain conditions.
1987: GWA was formed by the founder members to get the layout as proposed by the Society regularised and to obtain the civic facilities which are provided BDA or the City Corporation. The residents were deprived of the facilities due to the mistakes committed by the Society.
1996 GWA facilitated Cauvery Water supply to the layout which was long pending due to the mistakes of the Society by approaching High Court of Karnataka and getting the orders.
1998 The efforts of GWA and representation from the members of the Society compelled BDA to pass a resolution to issue No objection Certificate to the BBMP to issue Khatas to the site holders in II & III Phases of the layout by collecting betterment charges and taxes from 1995. As it was a fully developed layout with all the civic facilities the charges related to development of civic amenity areas of the layout were excluded.


2010 & 2011: BDA declared the II & III Phase layouts as unauthorized layouts by passing resolutions and stopped issue of Khatas and sanctioning of building plans.
2014 GWA approached High Court of Karnataka against the unjust resolutions passed by the BDA in the years 2010 & 2011. High Court quashed the resolutions passed by the BDA as unjust, not maintainable and without legal justification and gave directions to BBMP to transfer the Khatas and sanction building plans in respect of the Girinagar II & III Phase layouts.
2016: GWA celebrated its 30th Anniversary on Dec 25 and a Souvenir was published on the occasion. Twenty past office bearers of the Association who tirelessly served and brought Cauvery water to the layout and the most important Resolution No.108/98 of BDA to enable BBMP to issue Khatas for the sites in II and III phase layouts were honoured on the occasion.
